JOB DESCRIPTION
PURPOSE OF THE POSITION:
World Vision Vanuatu (WVV) is a sole grants funded office. The purpose of this position is to provide leadership in acquiring and managing grants and private funds according to donor and WV accountability standards, and ensuring that grant opportunities align with WVV strategy. This will be achieved by leading proposal development, donor liaison, and building the capacity of PQ (Programme Quality)/Operations staff and technical advisors in the areas of resource acquisitions and donor requirements and compliance. The position holder is responsible for ensuring proposals are of a high quality, and are submitted in line with internal review and external submission deadlines. As a member of the Senior Management Team, the position holder will work closely with PQ/Operations, Finance, and Technical Advisors to review strategic intent and grant priorities. The position holder is also responsible for managing supporter engagement functions, including managing major donor proposals, information requests, and field visits. The position will also be required to provide surge support to programming and operations functions as needed.
KEY RESPONSIBILITIES:
High quality proposals developed in line with WVV strategy and sector priorities:
- Engage proactively in Senior Management Team, provide regular updates on progress, and facilitate cross-organisational ownership, contribution, and decision making
- towards successful Grant Acquisition and Management (GAM).
- Manage the concept development, proposal formulation, and submissions stages of resource mobilisation.
- Review calls for proposals and recommend whether WVV should pursue funding opportunities using the Go/No Go Process, with decisions informed by WVV Integrated Technical Programme.
- Ensure budgets are competitively costed within donor requirements.
- Produce high quality grant proposals, ensuring all proposals submitted by WVV meet donor requirements.
Regular support provided to PQ/Operations, Technical Advisors, and Managers to ensure high quality grant management:
- Provide regular on-going monitoring and support to PQ/Operations team to ensure grants under implementation meet required targets and donor expectations, and major grant performance issues are resolved or appropriately escalated.
- When required, support PQ/Operations team to manage report writing, baselines, evaluations, and implementation data tracking.
- Ensure that donor requirements and standards are well understood by PQ/Operations and project staff and through a clear hand-over process to implementation team.
- Provide support to grant/major donor projects on donor standards and regulations for monitoring and evaluation activities as required.
- Coordinate input into the WV Pacific and Timor Leste Grants Excellence Tracker.
Manage supporter engagement with major donors:
- Serve as the key liaison point for major donor engagement queries originating from Support Offices.
- Coordinate and host major donor visits to WVV project sites.
- Strategically manage and nurture major donor investment in WVV.
- Maintain detailed knowledge of context in which programming occurs, impacts being achieved, and challenges being addressed by WVV programs.
- Working closely with the Country Director, continue to update/revise supporter engagement strategy and practices to adapt to changing context.
Relationship management:
- Actively network, build relationships, and strengthen reputation and positioning of World Vision with key donors present in Vanuatu as well as World Vision Support Offices through regular meetings and other engagement activities.
- Act as the primary liaison for WVV’s relationships with Support Offices with relation to all grant projects. Ensure effective collaboration and regular communication with Support Offices.
- Work closely and effectively with a broad breadth of staff (from project based field staff to high level technical advisors) to ensure effective grants management.
KNOWLEDGE, SKILLS & ABILITIES:
- Masters Degree in Development Studies, Business Administration, a technical field (e.g. Public Health, Economic Development, WASH) or related field.
- Demonstrated 3-5 years experience in successful project design, proposal writing, funding acquisition, and donor relations.
- Excellent written and oral English communication skills.
- Knowledge of program development and design, resource acquisition, major donors and multi-laterals and donor relations.
- In-depth knowledge on program design, monitoring and evaluation.
- Strong planning, organizational and management skills and ability to prioritize and handle multiple tasks.
- Demonstrated ability to work with autonomy, whilst working within a team to deliver high quality team products.
- Demonstrated ability to work well with local staff and build capacity of local staff in a manner than honours their strengths.
- Strong relational skills, especially in a cross-cultural environment.
- Ability to work well in a team setting, including giving and receiving feedback to help improve team performance.
- Ability to maintain calm and work under pressure to strict deadlines.
- Experience with programming and/or operations in an emergency context is desirable.
- Eagerness for learning.
- Competent in use of Microsoft Office computer programs.
Work Environment/Travel:
- The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
